The adjacent properties are open agricultural land, vineyards, and rural residences.
Turner School is located to the southeast, and a winery is located to the south, across
Turner Road.
5.0 INTERVIEWS
5.1 Interview with Property Owners
Noemia Oliveira was interviewed by telephone on February 23, 2011. She indicated
that her mother is the owner of the Site; she inherited it from her brother in 1997. Ms.
Oliveira stated that the Site is rented to a dairy farmer, Randy Luiz, who grows oats,
barley, and alfalfa on the Site. His farm workers are the tenants in the residences on
the Site. She stated that Mr. Luiz has been the tenant farmer all the time her family has
owned the property. Ms. Olivera indicated that the old milk barn remains on the Site
from a former dairy operation. She was not aware of any fuel tanks, dumping, or other
environmental concerns on the Site or in the vicinity.
6.0 SITE DOCUMENTS
6.1 Environmental Health Department Records
The EHD was contacted regarding the Site addresses of 18371 and 18375 North Ray
Road. According to Cheryl Field, no records related to environmental issues are on file
for the Site (personal communication, March 1, 2011).
Live Oak requested copies of the EHD well and septic permit files for the Site
addresses. The following five permits were on file:
• July 1965 permit for a new residential septic system. The system utilizes one
1,200-gallon septic tank and three 60-foot leach lines. The permit indicates that
an old system was to be abandoned. (Western residence)
• April 1980 permit for repair to residential septic system. The repair involved one
1,200-gallon septic tank, one 100-foot leach line, and one sump. (Eastern
residence)
• December 1990 permit for pump replacement at domestic well.
• October 1998 permit for repair to residential septic system. One 100-foot
infiltrator was added to the existing system. (Western residence)
• .lune 2007 permit for pump replacement at domestic well.
These permits have been included in Appendix 4.
LOGE 1111 Page 4
i
