3 ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. Environmental Health requires a soil suitability/nitrate loading study incorporating proposed staff and <br /> animal use indicating that the area is suitable for septic system usage. This must be performed prior <br /> to issuance of building permits (Development Title Section 9-1105.2[d)). A review fee of$475.00 <br /> must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$95.00 per percolation hole is required <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and <br /> nitrates prior to issuance of building permits. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115 7) <br /> c State on revised plans the maximum number of employees and customers and animals the sewage <br /> disposal system is being designed for. In addition, show on revised plans that the leach field area <br /> will be barricaded so that it cannot be driven over, parked on, or used as a storage area This leach <br /> field area must be used for that specific purpose only, and it cannot contain any underground utility <br /> lines (Development Title Section 9-1110.4[c][5]). In addition, the revised site plan shall incorporate <br /> the 100 percent designed sewage disposal replacement area. <br /> d Submit three sets of detailed kennel construction plans to Environmental Health for review prior to <br /> issuance of building permits. Environmental Health has specific requirements of kennel construction. <br /> A plan check fee of$190.00 is due at the time of submittal to Environmental Health. <br /> e. Kennels are subject to a yearly permit, a fee, and inspection by Environmental Health. <br /> f The number of animals per acre shall be consistent with appropriate waste management practices. <br /> A manure management plan shall be submitted for approval to Environmental Health. A review fee <br /> of$190.00 is applicable at the time of submittal. Compliance with Development Title 5 and the <br /> California Code of Regulations, Title 23, Division 3, Chapter 15, Article 6, shall be addressed in the <br /> manure management plan. <br /> g. A convenient water supply and waste water disposal system meeting the requirements of <br /> Environmental Health shall be available for washing food preparation equipment and bathing of <br /> animals, as well as washing down shelters and pens or dog runs. <br /> All liquid and solid wastes and vector problems associated with this kennel operation are to be <br /> retained on the premises so as not to cause a nuisance or a health problem. Any complaints that are <br /> verified against this site will be charged Environmental Health's hourly rate of$95.00 for response <br /> and correction, per Resolution B-92-1591 <br /> h Construction of individual sewage disposal systems under permit and inspection by Environmental <br /> Health is required at the time of development based on the Soil Suitability findings.
