-5- The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$125 per percolation hole is required. b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and nitrates with the results submitted to the Environmental Health Department prior to issuance of building permit. Samples are to be taken and analyzed by a State-approved laboratory (San Joaquin County Development Title, Section 9-1115.7). c. Submit to the Environmental Health Department revised site plans showing the maximum number of persons the sewage disposal system is being designed for. In addition, show on revised plans that the leach field area will be barricaded so it cannot be driven over, parked on, or used as a storage area. This leach field area must be used for that specific purpose only, and it cannot contain any underground utility lines (San Joaquin County Development Title, Section 9- 1110.4(c)(5)). d. Construction of an individual sewage disposal system(s) under permit and inspection by the Environmental Health Department is required at the time of development based on the Soil Suitability/Nitrate Loading Study findings (San Joaquin County Development Title, Section 9- 1110.3 & 9-1110.4). e. Submit three (3) sets of detailed kennel construction plans to the Environmental Health Department for review prior to construction. The Environmental Health Department has specific requirements of kennel construction. A plan check fee of$250 is due at the time of submittal to the Environmental Health Department. f. Kennels are subject to a yearly permit, a fee and inspection by the Environmental Health Department. g. A convenient water supply and waste water disposal system meeting the requirements of the Environmental Health Department shall be available for washing food preparation equipment, bathing of animals, as well as washing down shelters and pens or dog runs. NOTE: An intent to reserve of easement to provide domestic water supply from the adjacent parcel with existing well shall be recorded prior to final approval. h. All liquid and solid wastes and vector problems associated with this kennel operation are to be retained on the premises so as not to cause a nuisance or a health problem. Any complaints that are verified against this site will be charged the Environmental Health Department hourly rate of $125 for response and correction, as per the Board of Supervisor's Resolution B-92-1591. i. Any geotechnical drilling shall be conducted under permit and inspection by The Environmental Health Department (San Joaquin County Development Title, Section 9-1115.3 and 9-1115.6). j. An intent to reserve of easement to provide domestic water supply shall be recorded prior to final approval.
