c. MARKETING EVENTS: Marketing Events are subject to the following regulations: (1) A maximum of twelve (16) marketing events are permitted annually as specified in the Marketing Plan included with the application. (2) Marketing events shall end by 10:00 p.m. (Development Title Section 9- 1075.3[m][1][B-2]) d. CAPITAL FACILITY FEE: This project may be subject to the Capital Facility Fee. If the Capital Facility Fee is applicable, the County shall collect the fees before the issuance of any building permits. (Development Title Section 9-1245.2) e. BUSINESS LICENSE: The applicant shall secure an approved Business License prior to the initiation of the use. (Section 7-1000 of the County Ordinance Code) f. STORM DRAINAGE: Stormwater drainage shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Site Plan. Drainage calculations prepared by a registered civil engineer or architect shall be included. (Development Title Section 9-1135) g PARKING: Off-street parking shall be provided and comply with the following. (1) All parking spaces, driveways, and maneuvering areas for the wine cellar shall be surfaced and permanently maintained with base material of appropriate depth and asphalt concrete or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties. (Development Title Section 9-1015.5[e]) (2) A minimum of eight (8) parking spaces for the wine cellar and ten (10) parking spaces for the marketing events, for a total of eighteen (18) parking spaces, shall be provided, including one accessible space, which shall be van accessible. Accessible spaces shall be located as close as possible to the primary entrance (C C.R., Title 24). (2.5 spaces are required for every 1,000 feet of building area.) ,Development Title Section 9-1015.3) h. ACCESS AND CIRCULATION: The following requirements apply and shall be shown on the Site Plan: (1) Access driveways shall have a width of no less than twenty-five (25) feet for two-way aisles and sixteen feet for one-way aisles, except that in no case shall driveways designated as fire access be less than twenty (20) feet wide. i. LIGHTING: Lighting shall be provided and comply with the following: (1) If the parking area is to be used at night, parking lot and security lighting shall be installed.
