10:00 a.m. 2. GENERAL PLAN PRE-APPLICATION NO. PA-0200363 OF <br /> CM HIRAM & NANCY SIBLEY TR. A General Plan pre-application to <br /> change the General Plan Designation of approximately 100 acres from <br /> A/G (General Agriculture) to R/R (Rural Residential). Located on the <br /> west side of Reeve Road, 1500 feet south of Bethany Road, Tracy (APN: <br /> 209-310-20; Address: 20711 S. Reeve Road, Tracy). <br /> Chandler Martin, Senior Planner; Hiram Sibley, owner were present for this item. <br /> Mr. Martin introduced the project and reviewed the Development Committee memo. <br /> Mr. Sibley informed the Committee that he has been unable to grow crops on the property in the <br /> last few years because the water districts water has salted the land. Mr. Sibley stated that the <br /> water has killed his, and his neighbors, corn corps. Mr. Sibley indicated that in time the land <br /> may be farmable. <br /> Mr. Borges reviewed the Environmental Health Department's requirements. Mr. Borges <br /> informed Mr. Sibley that if he wanted a GP/ZR or SU application, that he would need a Soil <br /> Suitability Study, and a Surface and Subsurface Contamination Report before submitting an <br /> application. <br /> Mr. Martin asked Mr. Sibley to contact Mr. Neely regarding the Water Policy and Public Works <br /> requirements. <br /> 10:30 a.m. 3. REVISION OF APPROVED ACTIONS APPLICATION <br /> JJ NO. QX-98-2 OF TORLAI, GREG & LAURA; BURGIN, G. (C/O <br /> REEVES SAND & GRAVEL, INC.). Revision of Approved Actions to j <br /> allow a ten-acre expansion of the Quarry for a lake for fish, wildlife and <br /> waterfowl habitat.
