EXECUTIVE SUMMARY <br /> AEI Consultants (AEI) was retained by Report Ave, LLC and MVE, Inc. to conduct a Phase I <br /> Environmental Site Assessment (ESA), in conformance with the scope and limitations of ASTM <br /> Standard Practice E1527-05 and the Environmental Protection Agency Standards and Practices <br /> for All Appropriate Inquiries (40 CFR Part 312) for the property located at 1580 Report Avenue <br /> in the City of Stockton, San Joaquin County, California. Any exceptions to, or deletions from, <br /> this practice are described in Section 1.2 of this report. <br /> This report updates the Phase I ESA prepared by AEI and dated April 6, 2004. <br /> Property Description <br /> The subject property is located on the east side of Report Avenue in a mixed commercial and <br /> residential area of Stockton. The property totals approximately 3.57 acres and is improved with <br /> a single-story warehouse totaling approximately 115,000 square feet. The warehouse is of <br /> concrete tilt-up construction and was constructed in the late 1950s or early 1960s as two separate <br /> buildings. These buildings were conjoined in the mid- or late 1960s to form the current single <br /> building. The warehouse is equipped with truck loading docks, and is divided into five <br /> individual units. Two of these units (Units 3 and 4) are subdivided into one 9,500 square foot <br /> and one 15,000 square foot space each. The building is currently occupied by B.V.O.S., Inc. <br /> Marketing (Unit 1), a paper product vendor; Furniture Clearance (Unit 2); Ghent Electric and <br /> vacant space (Unit 3); two additional vacant spaces (Unit 4); and Carpetland (Unit 5). Onsite <br /> operations at all occupied units consist of product storage and distribution. No industrial <br /> processes currently take place onsite. Information regarding historical occupants is limited prior <br /> to 1984. However, the key site manager for the subject property, Mr. Tony Azevedo, reports <br /> that no industrial operations have taken place on the property. A printing operation was present <br /> on the subject property circa 1984 to 1997, and based on reported materials used and the <br /> relatively short duration of occupancy (13 years), is not expected to represent a significant <br /> environmental concern. <br /> Based on a review of historical sources dating back to 1957, the subject property was utilized as <br /> agricultural fields prior to the current development. <br /> The immediately surrounding properties consist of unused light industrial and warehouse <br /> buildings to the south, north, southwest beyond Report Avenue and northwest beyond Report <br /> Avenue, including the former Sunnyland Fruit Company to the south. No physical addresses <br /> were observed for these properties. The adjacent properties to the west beyond Report Avenue <br /> are occupied by residences, and the adjacent property to the east is occupied by railroad spurs. <br /> Based upon topographical map interpretation and groundwater monitoring data available for a <br /> nearby site, the direction of groundwater flow beneath the subject property is inferred to be to <br /> the west-southwest, and present at a depth of 41 to 68 feet below ground surface(bgs). <br /> Phase I Environmental Site Assessment AE 1 <br /> Project No.274968 <br /> r October 11,2007 <br /> Page <br />
