Railroad spurs <br /> represent environmental concerns due to the historical application of oils containing <br /> polychlorinated biphenyls (PCBs), herbicides, and arsenic for pest and weed control, as well <br /> as the potential presence of creosote on the rail ties, and the historical common practice of <br /> using coal cinders for track fill material. Concentrations of these constituents of concern <br /> resulting from the railroad right-of-way would likely be confined to the near subsurface <br /> sediments and would not present a significant environmental health and safety concern to the <br /> occupants of the subject property or the underlying groundwater. <br /> Conclusions, Opinions, and Recommendations <br /> We have performed a Phase I Environmental Site Assessment update for the property located at <br /> 1580 Report Avenue in the City of Stockton, San Joaquin County, California, in conformance <br /> with the scope and limitations of ASTM Standard Practice E1527-05 and the Environmental <br /> Protection Agency Standards and Practices for All Appropriate Inquiries (40 CFR Part 312). <br /> Any exceptions to, or deletions from, this practice are described in Section 1.2 of this report. <br /> This assessment has revealed no evidence of recognized environmental conditions in connection <br /> with the property.
