Development Projects. f. A traffic study shall be prepared to determine the impacts and mitigation measures of the River Road - North Ripon Road, River Road - McHenry Road, and Carrolton Road - State Route 120 intersections. The developer shall deposit funds with the County for all costs, as estimated by the Public Facilities Division of the Department of Public Works, prior to Public Works preparing or contracting for the required study. Any mitigations required by the traffic study shall be provided by the applicant. (Development Title Section 9-1150.4) 3. PUBLIC HEALTH SERVICES: (Staff Contact: Linda Turkatte, 468-3441) a. A soil suitability study which indicates that the area is suitable for septic tank usage must be performed prior to the issuance of a building permit, as required by Development Title Section 9-1105.2(d). A nitrate loading study is required, and a review fee of$390.00 must be paid at the time of submittal to the Environmental Health Division. A percolation test that meets absorption rates of the manual of septic tank practice or the EPA Design Manual for on-site wastewater treatment and disposal systems is required for each parcel. A permit fee of$78.00 per percolation hole is required. b. Subject to an acceptable soil suitability study, the destruction of the existing septic system and the construction of an individual sewage disposal system under permit and inspection by the Environmental Health Division is required at the time of development (Development Title Sections 9-1110.3 and 9-1110.4). The sewage disposal system shall, at a minimum, consist of a 1,600-gallon-capacity septic tank with a Zabel effluent filter or equivalent and 300 linear feet of leach line or equivalent. An area designated for the sewage disposal system (proposed and 100 percent replacement area) must be barricaded or enclosed in such a way that no vehicular traffic or other use is allowed (Development Title Section 9-1110.4[c][5]). C. The destruction of the existing domestic well and the construction of a new well under a well permit and inspection by the Environmental Health Division is required at the time of development. (Development Title Sections 9-1115.3 and 9-1115.5[e]) d. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. e. Obtain discharge requirements from the California Regional Water Quality Control Board, Central Valley Region, prior to development.
