Development Projects. <br /> f. A traffic study shall be prepared to determine the impacts and mitigation measures of <br /> the River Road - North Ripon Road, River Road - McHenry Road, and Carrolton Road - <br /> State Route 120 intersections. The developer shall deposit funds with the County for all <br /> costs, as estimated by the Public Facilities Division of the Department of Public Works, <br /> prior to Public Works preparing or contracting for the required study. Any mitigations <br /> required by the traffic study shall be provided by the applicant. (Development Title <br /> Section 9-1150.4) <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Linda Turkatte, 468-3441) <br /> a. A soil suitability study which indicates that the area is suitable for septic tank usage must <br /> be performed prior to the issuance of a building permit, as required by Development Title <br /> Section 9-1105.2(d). A nitrate loading study is required, and a review fee of$390.00 <br /> must be paid at the time of submittal to the Environmental Health Division. A <br /> percolation test that meets absorption rates of the manual of septic tank practice or the <br /> EPA Design Manual for on-site wastewater treatment and disposal systems is required <br /> for each parcel. A permit fee of$78.00 per percolation hole is required. <br /> b. Subject to an acceptable soil suitability study, the destruction of the existing septic <br /> system and the construction of an individual sewage disposal system under permit and <br /> inspection by the Environmental Health Division is required at the time of development <br /> (Development Title Sections 9-1110.3 and 9-1110.4). The sewage disposal system <br /> shall, at a minimum, consist of a 1,600-gallon-capacity septic tank with a Zabel effluent <br /> filter or equivalent and 300 linear feet of leach line or equivalent. An area designated for <br /> the sewage disposal system (proposed and 100 percent replacement area) must be <br /> barricaded or enclosed in such a way that no vehicular traffic or other use is allowed <br /> (Development Title Section 9-1110.4[c][5]). <br /> C. The destruction of the existing domestic well and the construction of a new well under a <br /> well permit and inspection by the Environmental Health Division is required at the time <br /> of development. (Development Title Sections 9-1115.3 and 9-1115.5[e]) <br /> d. Refuse, garbage, and other solid waste material must be stored, removed, and <br /> transported to an approved landfill in accordance with San Joaquin County Ordinance <br /> Code Section 5-2400. <br /> e. Obtain discharge requirements from the California Regional Water Quality Control <br /> Board, Central Valley Region, prior to development.
