San Joaquin Valley <br /> Unified Air- Pollution Control District <br /> January 29, 1998 <br /> Kerry Sullivan FEB 2 1998 <br /> San Joaquin County <br /> Community Development Department community DeveiOpment �ep`i. <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: USE PERMIT TO CONSTRUCT A WINERY FACILITY (UP-98-1) <br /> Dear Ms. Sullivan: <br /> The San Joaquin Valley Unified Air Pollution Control District (SJVUAPCD) has reviewed <br /> the proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> a.aas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. However, the construction phase of this <br /> project can generate emission from the movement of soil, use of heavy equipment, bulk <br /> materials handling, asphalt paving and other related activities. As a result, this project <br /> is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of <br /> Regulation Vill is to reduce the amount of fine particulate matter (PM-10) entrained into <br /> the ambient air from man-made sources. The attached Synopsis highlights many of the <br /> requirements contained within Regulation VIII. The Synopsis is not meant to be all <br /> inclusive, but it can be a useful compliance aid in the field and office alike. <br /> This project has the potential to generate an increase of both heavy and light duty <br /> vef cle trips to and from this site. To minimize the air quality impacts associated with <br /> the additional traffic, the District recommends that the project proponent implement the <br /> follcwing feasible trip reducing measures- <br /> David L.
