River Road <br /> Ripon, CA 95366 <br /> INCOMPLETE REPORT, SECOND QUARTER 2001 QUARTERL Y STA TUS REPORT, RJM <br /> ENTERPRISES, SAN JOAQUIN COUNTY <br /> I have reviewed the "Quarterly Status Report, Second Quarter 2001, RJM Enterprises,"prepared by <br /> NOA Environmental, dated 2 July 2001. The report was received by the Regional Board on 10 July <br /> 2001. The report was prepared in response to Waste Discharge Requirements (WDRs) Order No. <br /> 5-00-021, Provision EA; however, the report is incomplete and additional information is required. After <br /> reviewing the report, I have the following comments: <br /> • Referencing the workplan instead of describing the field methods performed is not acceptable. <br /> Each monitoring report is to provide information on the sample collection procedure and <br /> equipment used during that sampling event. A description of the sample collection shall be <br /> included in all future quarterly monitoring reports. <br /> • Please describe the destruction of the first soil boring for Well MW-1. If the boring was simply <br /> filled with soil cuttings, explain how the hole was filled and how the destruction of the boring <br /> will prevent preferential migration of wastewater to the groundwater table. <br /> • The discussion of the groundwater flow direction relies upon published data. However, site <br /> specific information is required. Please provide a figure which presents the well locations, <br /> groundwater elevation data, and groundwater elevation contours. Also compare the measured <br /> groundwater flow direction with the anticipated groundwater flow direction based on published <br /> data or topographic map interpretation. If the anticipated and measured flow direction is not <br /> consistent, provide a discussion of the probable cause of the difference. <br /> Please address the items listed above in a report addendum by 4 September 2001. Review of the project <br /> indicates RJM Enterprises is significantly behind the schedule required by Provision EA which required <br /> a Groundwater Monitoring Summary Report evaluating four quarters of sampling data to be submitted <br /> on 15 August 2001. The Monitoring and Reporting Program requires groundwater sampling to be <br /> performed and reported quarterly. The next three quarterly reports are due on the 30th day of October, <br /> January, and April. After the data have been collected, RJM Enterprises shall submit the Groundwater <br /> Monitoring Summary Report by 1 May 2002. <br /> California Environmental Protection Agency <br /> ca Recycled Paper <br /> The energy challenge facing California is real.
