Please be advised that groundwater underlying the site is considered an <br /> aquifer. The Water Quality Control Plan (Basin Plan) for the California Regional Water Quality <br /> Control Board, Central Valley Region (Third Edition, 1994) defines an aquifer as: "Where <br /> groundwater occurs in a saturated geological unit that contains sufficient permeability and <br /> thickness to yield significant quantities of water to wells or springs, it can be defined as an aquifer <br /> (USGS, Water Supply Paper 1988, 1972)." <br /> The Basin Plan also sets water quality standards for all surface and groundwater in the San <br /> Joaquin River Basin based on the beneficial uses. Regarding beneficial uses, the Basin Plan <br /> states "all ground waters in the Region are considered as suitable or potentially suitable, at a <br /> minimum, for municipal and domestic water supply, agricultural supply, industrial service supply, <br /> and industrial process supply." Chapter IV of the Basin Plan requires local agencies to enforce <br /> ordinance requirements to ensure that development proposals do not impair or threaten to impair <br /> any waters of the State. San Joaquin County utilizes soil suitability and nitrate loading studies to <br /> determine if development proposals pose a threat to groundwater. The adequacy and <br /> completeness of these reports is paramount to this decision making process. <br /> It is hoped that this letter clarifies the report requirements for development proposals.
