CONDITIONS OF APPROVAL <br /> PA-0500403 <br /> Aggregates, Inc. <br /> Quarry Excavation Application No. PA-0500403 was approved by the San Joaquin County Planning <br /> Commission on September 1, 2005. The effective date of approval is September 11, 2005. This <br /> approval will expire on March 13, 2007, which is 18 months from the effective date of approval, <br /> unless (1) all Conditions of Approval have been complied with, (2) all necessary building permits <br /> have been secured and remain in force, and (3) all necessary permits from other agencies have <br /> been secured and remain in force. <br /> Unless otherwise specified, all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1 COMMUNITY DEVELOPMENT DEPARTMENT (Staff Contact: Karla Kuhl, 468-3103) <br /> a. APPROVAL: This is an approval to remove 150,000 cubic yards of rock, sand and gravel in one <br /> phase over four(4)years, as shown on the site plan dated August 23, 2005. The approval includes <br /> the Reclamation Plan dated August 12, 2005. All of the materials excavated shall be processed at <br /> the existing facility(QX-89-002). The excavation process shall be completed by December 31, 2009. <br /> The site shall be fully reclaimed by December 31, 2009 <br /> b. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> c. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property which <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic-control and warning signs shall be installed, if required, at such intersection. The placement <br /> and size of these signs shall be approved by the Director of Public Works. (Development Title <br /> Section 9-1415.3[c]) <br /> d. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development Title <br /> Section 9-1415.3[d]) <br /> e. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. HOURS OF OPERATION: Excavation operations shall be carried on during the hours from 5:00 <br /> a.m. and 9:00 p.m. (Development Title Section 9-1415.3[f)) <br /> g. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit.
