No excavations are permitted into the ground water table without specific approval from the <br /> Regional Water Quality Control Board, Central Valley Regional (California Water Code, Chapter <br /> 4, Article 3, Section 13240). <br /> b. The materials from an excavation shall not be deposited into any watercourse or in any way <br /> contribute to the pollution thereof(California Water Code, Section 13376). <br /> c. An approved potable water supply must be provided for all employees (Development Title Section <br /> 9-1100.1). <br /> d. Approved sanitary facilities must be provided for all employees (Development Title Section 9- <br /> 1100.1). <br /> 3. COUNCIL OF GOVERNMENTS (Staff Contact: Erin Sickler, 468-3913) <br /> a. Prior to receiving building permits, a San Joaquin County Multi-Species Habitat Conservation and <br /> Open Space Plan biological survey must be completed, and coverage must be granted. <br /> 4. CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD (Staff Contact: Timothy O'Brien, <br /> 916-464-3291) <br /> a. The project proponent shall submit a Report of Waste Discharge (RWD), if applicable. <br /> b. A National Pollutant Discharge Elimination System (NPDES)General Permit for Storm Water <br /> Discharges Associated With Construction Activities, Order No. 99-28-DWQ, is required, if <br /> applicable. <br /> c. The property owner needs to obtain permit coverage under the NPDES General Permit No. <br /> CAS0000002 for Discharges of Storm Water Associated With Construction Activity, if applicable. <br /> (1) Before construction begins, the proponent must submit an NO[to comply with the permit to the <br /> State Water Resources Control Board, and a Storm Water Pollution Plan (SWPPP) must be <br /> prepared. <br /> d.
