Munn s Perkins Telephone: (2091 524-3197
Address: P.O. Box 4760 City: Modesto Zip: 95352
Nature of Complaint:
Dust from gravel pit See attached letter sent by residents to San Joaquin County.
Conclusions:
June 29 2004; 4:15 PM: Conclusion by Lisa Middleton: Munn & Perkins' gravel and
asphalt plant was being maintained adequately moist to prevent fugitive dust
emissions However, there was some trackout from trucks onto the road that leads
from the plant to the main road The facility agreed to clean up all trackout at
least daily and to clean it up immediately if it extended beyond 50 feet.
Findings:
June 29 2004• 2.10 PM Contact by Field Visit: Finding by :Lisa Middleton: R/I
arrived at the complaint location at 2.10 pm on 6/29/04.
R/I met with Mr. Jeff Welch of Munn s Perkins and explained the general dust
complaint that had been received (see attachment from San Joaquin County) .
R/I noted that all roads and stockpiles within the plant were moist and there were
no visible emissions from any processes at the plant (other than steam from the
asphalt batch plant)
The road that leads from the plant to the main road (River Road) did have some
trackout from truck traffic.
Mr. Welch called the Plant foreman Mr. BJ Kelley, over to speak with R/I and Mr.
Welch.
Mr. Kelley stated that the facility rented a street sweeper and that teh trackout
would be cleaned up immediately even though it did not extend out onto River Road.
Mr. Kelley also explained to R/I that a lot of the dirt from the trucks was not
trackout from the plant but was due to the fact that the trucks pull off onto the
dirt on the Side of the road next to an orchard. R/I was able to verify this.
Mr. Kelley stated that the facility had received bids to have a fence built so that
the trucks could not pull into the orchard dirt anymore, but that he didn't know how
long it would be until the fence was built
R/I told Mr. Welch and Mr. Kelley to be sure to clean up all trackout in an
appropriate manner and to clean it up immediately if it extended beyond 50 feet.
Mr. Welch and Mr. Kelley stated that this would be done.
Resolution: Not Confirmed
Date Reporting Person Noted: Time: Method: No Contact
Date Investigation Completed: 07/01/2004
Inspector.
