Community Development <br /> Application QX-89-0002 <br /> Dear Sir, <br /> I feel the need to express my opinions regarding the application regarding the extension of hours for the <br /> George Reed/Munn& Perkins asphalt plant. It seems ridiculous to me that the county would consider this <br /> application given the fact that the count revoked this privilege several years ago in response to community <br /> concern. I am opposed to the extension of hours of operation for the following reasons: <br /> -continued expansion of this plants capacity has caused it to outgrow its current location creating <br /> an unfair burden of nuisances to those who live in the surrounding area. <br /> -use of rubberized asphalt has become a major eye and respiratory tract irritant as well as <br /> smelling like the Tracy tire fire, deodorants don't work. <br /> -even though back-up beepers are sometimes turned off night jobs can be a major operation with <br /> 100 trucks or more in and out hauling. <br /> -we have the right to enjoy our time at home <br /> -they can source the asphalt from other plants <br /> -the Environmental Noise Assessment prepared for Munn & Perkins is based on ridiculous <br /> assumptions even shows that they are currently violating the County's noise standards on almost a daily basis. <br /> -if against the wishes and well being of the community the community development department <br /> approves night work they must 1) not allow the use of rubberized asphalt at night 2) define the phrase occasional <br /> nights 3) limit the number of truck loads per night. <br /> Over the past several years the sand and rock processing and crushing facilities have been completely <br /> replaced with a plant of much higher capacity. All of the nuisances that come with a production facility of this type <br /> have also increased: the noise, dust, smell,and truck traffic have become unbearable. I have lived and worked in <br /> the area for most of my life, I can assure you that the capacity of the plant has exponentially increased while the <br />
