The writing of this memo was approved by Deputy <br /> Director Chandler Martin. <br /> The San Joaquin County Code Enforcement Division has received in excess of eighteen <br /> (18)complaints about the subject property at 26292 E. River Rd. Escalon. The <br /> complaints date back to July of 2003,and.have continued to this year. These complaints <br /> are about excessive noise corning from the plant due to the plant operating atter the <br /> approved operating hours and on nights that were not approved for night operation or <br /> exceeded the number of nights that were approved to operate. Some of the complaints <br /> also were about the mud,din and rocks that is tracked onto the roadway or fall from the <br /> trucks while traveling on the roadways. In 2009,complaints were being received that the <br /> odor of burning rubber was being smelled and that the complainant believed the smell <br /> was coming from the plant due to a new requirement that used tires be used in the <br /> production of asphalt. <br /> In December 2006, a complaint was received that the plant had expanded its operation by <br /> increasing the amount of equipment and replacing older equipment. Upon inspection <br /> with the plant management it was determined that the plant was expanded and new <br /> equipment was installed without the issuance of building permits. The required permits <br /> were eventually applied for and issued. The last building permit was finaled in May <br /> 2009. <br /> Please refer to the two letters in your file dated September 27,2009,and Follow-up to <br /> letter dated September 27, 2009, for more detailed information by one of the <br /> complainants. <br /> If you have any questions, please contact me at 209-468-3385. <br />
