project traffic could potentially use either the east or west haul route,the potential traffic impacts <br /> of the West Only Haul Route would be the same as the Proposed Project for E. River Road and <br /> Santa Fe Road.However, in order to serve projects located east of the plant, haul trucks would <br /> need to use a westerly connector such as Highway 219/Claribel Road or County Highway <br /> J7/Main Street. This increase would not necessarily be significant, given the lower traffic levels <br /> experienced at night in the area <br /> Air Quality and Climate Change <br /> Impacts to air quality may occur under this alternative due to potentially increased haul distances to <br /> serve easterly projects(see traffic discussion above).Delivering material to the west would require <br /> increased haul distances,resulting in increased criteria pollutants and greenhouse gas emissions. <br /> These increases are not necessarily significant,but would represent an increase over the Proposed <br /> Project. <br /> Noise <br /> This alternative would reduce noise related impacts to sensitive residential receptors located <br /> west of the project site entrance along E. River Road. However, residences east of the project <br /> site entrance along E. River Road would still experience noise related impacts during nighttime <br /> operations. Therefore,the overall number of receptors would be reduced, but the remaining <br /> westerly receptors will still be impacted. Additionally,the easterly receptors could experience an <br /> increase in the number of nights with extended operating hours, as haul trucks headed to the <br /> west would still have to pass by on their way to McHenry Avenue. <br /> Consideration of Alternative 3 <br /> This alternative would potentially expose addition receptors, including residents of Riverbank, to <br /> increased truck haul noise. Delivering material to the west would require increased haul distances <br /> and additional fuel consumption,resulting in increased criteria pollutants and greenhouse gas <br /> emissions. <br /> Findings: <br /> Based on the above, and the whole record, this Commission finds that the East Only Haul Route <br /> Alternative would generate more additional effects, by increasing haul distances and potentially <br /> exposing additional receptors, including residents of Riverbank to increased truck haul noise. <br /> Therefore, the Commission finds the East Only Haul Route Alternative is environmentally <br /> undesirable and is therefore rejected. <br /> 18 <br />
