Development Title Section 9-310.3 states that, unless otherwise specified, lots within the residential <br /> zones cannot have a width less than fifty (50) feet for interior lots and sixty (60) feet for corner lots. The <br /> tentative map indicates four(4) residential lots and a designated remainder with the average lot width of <br /> eighty-three (83) feet. Therefore, the proposed four(4) lot subdivision and designated remainder is <br /> consistent with General Plan density requirements and Development Title requirements for residential lot <br /> sizes in the R-L zone. As indicated in the petition by the neighbors, a significant portion of the existing <br /> lots in Riviera Cliffs along the Stockton Deep Water Channel are in the Stockton Deep Water Channel or <br /> slope into the channel and are not buildable. The proposed lots as shown on the Vesting Tentative Map <br /> submitted for this project indicates proposed net lot areas ranging in size from 17,426 square feet to <br /> 17,994 square feet. This excludes the overall roadway area of 16,490 square feet. Therefore, the <br /> proposed project exceeds both the Development Title requirements for residential lots in the R-L zone as <br /> well as the Riviera Cliffs Subdivision C.0&R's minimum lot area of 15, 000 square feet. <br /> Traffic Safety and Parking <br /> The project will be served by a 36 foot wide private road that exceeds the requirements of Development <br /> Title Section 9-1150.15(c) for a private right-of-way serving new lots which states that the entire length of <br /> the private right-of-way, and any required secondary method of access, from a maintained County, city, or <br /> State road to the driveway serving the development shall be constructed and maintained to the standards <br /> required by Section 10.207 of the Uniform Fire Code and applicable San Joaquin County Improvement <br /> Standards. The Department of Public Works required a traffic study be prepared to analyze project <br /> impacts. A traffic study was performed by MRO Engineers and submitted to the Department of Public <br /> Works on August 29, 2007. The traffic study determined that the traffic impacts at this location are not <br /> significant, and no mitigation measures are required. <br /> Infrastructure <br /> The Department of Public Works has provided the applicant with "will serve" letters for sewer and storm <br /> drainage services, and California Water has provided the applicant with a "will serve" letter indicating that <br /> water services can be provided for the proposed project. <br /> San Joaquin County PA-0800093\Hackett <br /> Community Development Page 4 <br />
