Chair Carter said the area is very precious as far as agriculture <br /> is concerned. It is an area that we need to save for agriculture. <br /> Comm. Morri said his concern is over what Mr. Witt said about "some <br /> time in the future" possibly building a home. We are not talking <br /> about creating a parcel for a home now, but maybe 10 , 20, 30 or 40 <br /> years from now. <br /> Director Chet Davisson commented that the zoning fits under the <br /> 1995 Plan and 1995 Planning Title, so if the homesite was not <br /> approved and the zoning were approved, they could come back and <br /> file a homesite parcel under the 2010 Plan with no requirement that <br /> it be for financing a residence. This is an effort to streamline <br /> application processing. The request could have been made under the <br /> 2010 Plan for a 40 acre parcel, and another application would be <br /> required for the 10 acre parcel. The results would have been the <br /> same, but the 1995 Plan required an "intent. " <br /> Comm. Morri noted that under the 2010 Plan, a homesite parcel could <br /> be obtained. <br /> In answer to a question, Mr. McGrew said that the Williamson Act <br /> does not allow the creation of a parcel smaller than 10 acres. <br /> Comm. Morri said Mr. Witt is going to get a 10 acre homesite <br /> parcel, regardless; therefore, he would make a motion to approve <br /> the Minor Subdivision Application. <br /> MOTION: Moved, seconded (Morri-Holly) to approve Minor Subdivision <br /> Application No. MS-92-133 based on the Findings and Conditions of <br /> Approval in the staff report. <br /> Vote - <br /> Ayes: Holly, Morri <br /> Noes: Jungeblut, Rojas, Carter <br /> Absent: Bozzano, Gillispie <br /> (Under the provisions of Section 9-1062 (e) of the County Code all <br /> decisions of the Planning Commission must be carried by an <br /> affirmative vote of the majority of the Planning Commission; <br /> therefore, the motion failed and the project is deemed denied. ) <br /> Comm. Jungeblut made a motion to reconsider so it can be continued <br /> to October 22nd allow the two absentee Commissioners to listen to <br /> the tape of this item and cast their votes. <br /> This motion died 'for lack of a second. <br /> ------------------------------------------------------------------- <br /> -3- <br />
