Approve Minor Subdivision Application No. MS-92-133 based on the Findings and subject to <br /> the Conditions of Approval recommended In the staff report <br /> FINDINGS <br /> 1. T` proposed map is consistent with applicable General and Specific Plans. <br /> • This Finding can be made because the AG-40 land use designation that Implements <br /> the Agriculture General Plan designation permits homesite parcels for individuals who <br /> qualify as the owner/operator of agricultural property. <br /> 2. The design or improvement of the proposed division is consistent with applicable General and <br /> Specific Plans. <br /> • This Finding can be made because the design and Improvements of the subdivision <br /> meet the minimum standards contained in the General Plan as reflected In the <br /> tentative parcel map. <br /> 3. The site is physically suitable for the type of development. <br /> • This Finding can be made because all development requirements in the County's <br /> Planning Title and all minimum County standards are met. The parcels are large <br /> enough to provide on-site services. The homesite parcel meets the requirements of <br /> the Williamson Act, and all of the parcels have the minimum required 100 feet of <br /> frontage. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • <br /> This Finding can be made because the number of parcels proposed is consistent with <br /> the Agriculture density of the 1995 General Plan. <br /> S. The design of the subdivision or the proposed improvements are not likely to cause substantial <br /> environmental damage or substantially and avoidably injure fish or wildlife or their habitat. <br /> • This Finding can be made because the Initial Study that was prepared for this project <br /> Indicated that it did not have the potential to result In any significant, adverse <br /> environmental impacts. The manure waste management plan that was prepared for <br /> this project to determine whether 46 acres was large enough to adequately dispose <br /> of the wastes generated by the site's existing cattle feed lot was approved by both <br /> Public Health Services and the Regional Water Quality Control Board. <br /> -5- <br />
