3 <br /> ELS 1.Approach and Scope of Work <br /> • Determine solid waste quantities associated with project construction and <br /> implementation. Assess potential impacts to landfill capacity and ability <br /> of County to comply with waste diversion requirements. We would <br /> request that the applicant provide information on the types of waste <br /> requiring disposal and estimated quantities. <br /> • Recommend mitigation measures, as necessary,related to water and <br /> wastewater service and other utilities. <br /> Assumptions <br /> We assumed that the applicant will provide the information on septic <br /> suitability as requested by the County Dept. of Environmental Health. <br /> E <br /> Cumulative Impacts <br /> Cumulative impacts will be important to evaluate given the proposal for <br /> CenterPoint to develop a similar rail/truck facility to the east of the site <br /> within the City of Manteca,and for the City of Manteca to pursue the <br /> Northwest Airport Way Master Plan for both commercial and industrial uses <br /> adjacent to the site. We would ask the City of Manteca to provide updated <br /> information on this project, such as likely hours of operation,etc. <br /> We will also contact the cities of Manteca and Lathrop to request information <br /> on other projects proposed or pending in the project vicinity, especially as <br /> related to increased traffic and truck trips on local roads. And we will ask the <br /> same of County staff. The focus of the cumulative analysis is expected to be ' <br /> on traffic impacts to local roadways,cumulative air emissions,and increased <br /> noise. <br /> Some of the cumulative projects to be considered may include the Lathrop # <br /> Gateway Business Park, the Roth Road grade separation, the City of Manteca <br /> Fire Station No. 5, and the City of Manteca Villa Ticino West Apartments. <br /> For each topic, the"geographic arca of analysis" will be identified for the <br /> cumulative analysis. For example, the hydrology analysis may address the <br /> larger watershed while the visual analysis may focus on the more immediate <br /> area within the "viewshed"of the project site. When the project would <br /> contribute significantly to cumulative impacts,mitigation measures <br /> applicable to the project will be identified. <br /> Alternatives <br /> As required by CEQA Guidelines Section 15126.6(a),an EIR shall describe a <br /> reasonable range of alternatives to a project, including an"environmentally <br /> superior" alternative and a"no project"alternative.The alternatives will be <br /> San Joaquin County—F!R for the Union Pack Modemizatian Project 1-27 <br />
