J
ESAI.Approach and Scope of Work
0 Environmental Impacts of Alternative, which will discuss the
environmental impacts of the alternatives(in less detail than conducted
for the project, as provided by CEQA),and the major differences
between the impacts of the proposed project.
The Alternatives analysis will also identify an environmental superior
alternative, as required by CEQA.
i
Growth Inducement and Statutory Sections
The proposed project could have implications related to growth inducement,
given the intensity of operations in an area that has undeveloped agricultural
lands in the immediate vicinity. However, the extension of development is
generally occurring in the direction of existing development which would
tend to reduce the potential for major growth inducing impacts. The project
could induce other economic growth, as a result of additional operations on
the site and increased on-site employment. We will evaluate the extent to
which the project and the proposed extensions of any public utilities to the
project site(water and/or wastewater lines) would result in growth
inducement. The analysis will include consideration of existing and projected
development patterns in the vicinity, along with any existing land use
controls that would limit growth inducement.
k The EIR will contain the following additional statutory sections, as required
{ by CEQA: Significant Environmental Effects (including significant,
unavoidable effects); Effects Found Not to be Significant; Significant
Irreversible Environmental Changes; Distribution List, and Persons and
Organizations Consulted. ESA will prepare the discussion of each of these
topics based on the analysis presented.
E
r
Sart Joaquin County—E!R for the Union Pacific Modemization Project 1-29
