new gate and drive help center buildings. Additionally, a new septic system will be constructed to serve
the relocated maintenance building at the south end of the site. The IWTP will also be located at the
south end of the facility near the proposed maintenance building.
Intermodal Facility Operations
The facility will operate 24 hours per day, 365 days per year. Office hours will be Monday through Friday
from 7:00 a.m. to 5:00 p.m. Peak use hours, the time period in which trucks entering and departing the
facility gate will peak, will be from 10:00 a.m. to 6:00 p.m.
The existing facility provides employment for 46 employees, including Union Pacific managers, contract
managers, hostler/lift operators, maintenance staff, and other miscellaneous staff. The expanded facility
will provide employment for approximately 83 employees at full buildout. The number of employees on-
site will be staggered to accommodate required operations. The first shift, from 7 a.m. to 3 p.m., will
include about 31 percent of the total employees, with 18 in Phase One and 26 in Phase Two. The second
shift, from 3 p.m. to 11 p.m., will include 38 percent of the employees, with 23 in Phase One and 31 in
Phase Two. The third shift, from 11 p.m. to 7 a.m., will include 31 percent of the employees with 18 in
Phase One and 26 in Phase Two.
Trucks will enter and exit the site with intermodal cargo containers that are transferred to and from rail
cars. Inbound and outbound cargo units ("containers') are loaded and unloaded to and from rail cars by
rubber tire gantry cranes. Gantry cranes are used to transfer the containers to and from the truck trailer
chassis. Once a cargo unit is ready for transport, hostlers move the chassis and container to a parking
location where it awaits hookup to a bobtail for transport by local, regional, and in rare circumstances,
long-haul tractor trailer operators. All trucks will continue to pass through a secure gate area when
entering and exiting the site.
Currently, approximately 56 trains depart or arrive at the facility per week. Expanding the capacity of the
facility to 400,000 lifts per year after Phase One construction will result in approximately five to six
additional trains per week, once demand for cargo shipments reached this new capacity. Expanding the
capacity of the facility to 730,000 lifts per year after Phase Two construction will result in approximately
seven to eight additional trains per week. At full capacity, the expanded facility will handle approximately
70 trains departing or arriving at the facility per week.
Recommendation
Certification of the Environmental Impact Report and approval of the Use Permit.
San Joaquin County PA-0900184 & 185\Union Pacific
Community Development Page 4
