Potential impacts associated with accidental release or exposure to hazardous materials will be less than <br /> significant with implementation of mitigation measures that require that all contractors transport, store, <br /> and handle construction-related hazardous materials utilized in connection with construction at the <br /> project site as required by applicable law, a site-specific spill response plan, and a Hazardous Materials <br /> Management Plan ("HMMP") for construction of each phase of the project. Potential impacts <br /> associated with the siting of a portion of the project over former wastewater discharge ponds associated <br /> with the adjacent Cal Suprema Cheese facility operation will be less than significant with implementation <br /> of a mitigation measure that requires that the applicant to ensure the completion of remediation of soils <br /> conditions within such ponds under the regulatory oversight of the Regional Water Quality Control Board <br /> ("RWQCB"). Potential impacts from the exposure of people or structures to a significant risk of loss, <br /> injury, or death involving wildland fires during project construction will be less than significant with <br /> implementation of mitigation measures that require the utilization of certain fire protection measures, <br /> including the clearing of dried vegetation in construction areas, equipping construction equipment with a <br /> functioning spark arrester, training work and maintenance/operations crews in the use of fire protection <br /> equipment. The project's contribution to cumulative impacts from transport, use, and storage of <br /> hazardous materials, wildland fires, and interference with emergency response will be less than <br /> significant with implementation of the mitigation measures. <br /> The project's impact to hazards and hazardous materials has been identified as a potentially <br /> significant impact but will be reduced to a less than significant impact with the incorporation of the <br /> mitigation measures. <br /> Hydrology and Water Quality <br /> Wastewater from the crane maintenance pad, the maintenance shop, the diesel fuel storage area, and <br /> the fueling and fuel pump areas of the project will be routed through an oil/water separator and then J <br /> discharged to an evaporation pond. Here, water will be evaporated, and residuals will be disposed of in <br /> accordance with county and state, and federal requirements. Potential leaching of water from the <br /> evaporation pond into the subsurface will carry with it various pollutants, including fuel- and lubricant- <br /> related pollutants, which may degrade groundwater quality. However, the proposed evaporation pond <br /> will contain impermeable pond liners to directly prevent infiltration of pond water to groundwater, and <br /> thereby also prevent the migration of potential groundwater pollutants into the subsurface, as could <br /> otherwise occur if infiltration were not prevented. Failure of the proposed lining, however, could result in <br /> significant impacts to groundwater quality. Further, siting of the proposed stormwater infiltration basins in <br /> areas where existing surface or subsurface contamination is located could result in the further migration <br /> of such contamination, deeper into the subsurface, potentially resulting in increased rates of groundwater <br /> degradation. In particular, infiltration facilities sited within the former cheese production facility <br /> wastewater pond areas could result in the mobilization of additional nitrate and total dissolved solids <br /> (salts) into underlying groundwater, resulting in increased pollutant levels within groundwater underlying <br /> the project site and adjacent areas. The proposed onsite stormwater system will be sufficient to contain a <br /> 100-year storm event at the project site, with nearly 10 acre-feet of additional storage available. <br /> Industrial wastewater will also be treated and evaporated onsite,with no discharge to surface waters <br /> required. Therefore, implementation of the proposed project will result in installation of sufficient onsite <br /> stormwater and drainage control facilities to handle anticipated runoff rates without discharging water <br /> from the project site, and without contributing to downstream or offsite flooding. However, finalized <br /> designs for the proposed stormwater basins have not yet been completed and so the project could <br /> increase the potential for flooding, erosion, or siltation onsite and offsite due to altered drainage patterns <br /> as a result of the increased level of facility operations, or result in increased stormwater flows that could <br /> exceed the drainage system capacity. <br /> San Joaquin County PA-0900184 & 185\Union Pacific <br /> Community Development Page 12 <br />
