Based on the traffic analysis contained in the EIR, the following impacts will be significant and <br /> unavoidable: <br /> • Traffic <br /> o Existing Plus Project Conditions <br /> • Increase average vehicle delay at two unsignalized intersections already <br /> operating at an unacceptable level of service ("LOS") by more than threshold <br /> of significance <br /> • Degrade the LOS at one unsignalized intersection from an acceptable to an <br /> unacceptable LOS <br /> • Degrade the level of service at one freeway off-ramp (diverge) from an <br /> acceptable to an unacceptable LOS <br /> o Year 2013 Plus Project(Phase I) Conditions <br /> • Increase traffic volumes at three freeway ramps by more than threshold of <br /> significance <br /> o Year 2021 Plus Project(Phases I & 11) Conditions <br /> • Increase average vehicle delay at two unsignalized intersections already <br /> operating at an unacceptable LOS by more than threshold of significance <br /> • Degrade the LOS at one unsignalized intersection from an acceptable to an <br /> unacceptable LOS and increase the average vehicle delay by more than <br /> threshold of significance <br /> • Increase average vehicle delay at three unsignalized intersections already <br /> operating at an unacceptable LOS by more than threshold of significance <br /> o Year 2035 Plus Project(Phases 1 & II) Conditions <br /> • Increase average vehicle delay at two signalized intersections already operating <br /> at an unacceptable LOS by more than threshold of significance <br /> • Increase average vehicle delay at five unsignalized intersections already <br /> operating at an unacceptable LOS by more than threshold of significance <br /> • Degrade the LOS at one unsignalized intersection from an acceptable to an <br /> unacceptable LOS and increase the average vehicle delay by more than <br /> threshold of significance <br /> • Increase average vehicle delay at one unsignalized intersections by more than <br /> threshold of significance <br /> • Degrade the LOS at one signalized intersection from an acceptable to an <br /> unacceptable LOS. <br /> • Add more than 100 trips to six freeway segments already operating at an <br /> unacceptable LOS <br /> • Add more than one percent traffic to four freeway ramps already operating at an <br /> unacceptable LOS <br /> • Increase traffic volumes at five freeway ramps by more than one percent <br /> threshold of significance <br /> • Cause eastbound vehicles stopped at the Roth Road eastern Oakland <br /> Subdivision at-grade rail crossing to queue as far back as the 1-5 interchange <br /> at Roth Road, a condition which will also exist under the 2035 No-Project <br /> Conditions. <br /> Some of the intersections listed above are not located within the County's jurisdiction.
