southern ends of the Depot Unless carefully managed, use of onsite construction machinery including <br /> graders, bulldozers, earth moves, and backhoes, as well as welding and other construction activities, could <br /> result in the ignition of an overland fie onsite or on adjacent properties.The project would also contribute to <br /> cumulative impacts associated with the transport,use, and storage of hazardous materials,wildland fires,and <br /> interference with emergency response. <br /> Findings <br /> The County finds that, pursuant to Section 15091(a)(1) of the CEQA Guidelines, changes or alterations <br /> have been required in or incorporated into the project, which mitigate or avoid potential impacts associated <br /> with accidental release or exposure to hazardous materials, hazardous material sites, and exposure of people <br /> or structures to a significant risk of loss,injury, or death involving wildland fires during project construction <br /> as identified in the Final EIR.The County further finds that the change or alteration in the project or the <br /> requirement to impose the mitigation as a condition of project approval is within the jurisdiction of the <br /> County to require, and that this mitigation is appropriate and feasible. <br /> Facts in Support of Findings <br /> Potential impacts associated with accidental release or exposure to hazardous materials will be less than <br /> significant with implementation of Mitigation Measures HAZARDS-la and HAZARDS-Ib, which will <br /> require that all contractors transport, store, and handle construction-related hazardous materials utilized in <br /> connection with construction at the project site as required by applicable law, a site-specific spill response <br /> plan,and a Hazardous Materials Management Plan ("HMMTfor construction of each phase of the project. <br /> Potential impacts associated with the siting of a portion of the project over former wastewater discharge <br /> ponds associated with the adjacent Cal Suprema Cheese facility operation will be less than significant with <br /> implementation of Mitigation Measure HAZARDS-2, which requires that applicant shall ensure the <br /> completion of remediation of soils conditions within such ponds under the regulatory oversight of the <br /> Regional Water Quality Control Board C RWQCB'�. Potential impacts from the exposure of people or <br /> structures to a significant risk of loss,injury, or death involving wildland fires during project construction will <br /> be less than significant with implementation of Mitigation Measure HA7ARDS-3, which requires the <br /> utilization of certain fie protection measures,including the clearing of dried vegetation in construction areas, <br /> equipping construction equipment with a functioning spark arrester, training work and <br /> maintenance/operations crews in the use of fie protection equipment. The project's contribution to <br /> cumulative impacts from transport, use, and storage of hazardous materials, wildland fees, and interference <br /> with emergency response will be less than significant with implementation of Mitigation Measure HAZARDS- <br /> 4, which in tum requires the implementation of Mitigation Measures HAZARDS-la, HAZARDS-ib, <br /> HAZARDS-2 and HAZARDS-3. <br /> 4.1.7 Hydrology and Water Quality <br /> Summary of Potential Impacts <br /> An evaluation of potential impacts to hydrology and water quality is found in Section 4.10 (Hydrology and <br /> Water Quality) of the Draft EIR <br /> Wastewater from the crane maintenance pad, the maintenance shop, the diesel fuel storage area, and the <br /> fueling and fuel pump areas of the project would be routed through an oil/water separator and then <br /> discharged to an evaporation pond. Here, water would be evaporated, and residuals would be disposed of in <br /> accordance with county and state, and federal requirements. Potential leaching of water from the evaporation <br /> pond into the subsurface would carry with it various pollutants, including fuel- and lubricant-related <br /> pollutants,which would degrade groundwater quality.
