Overriding Considerations <br /> The environmental, economic, legal, social, technological, and other benefits of the project outweigh and <br /> override these potentially significant adverse impacts as more fully described in the Statement of Overriding <br /> Considerations, set forth in Section 7.0 below. <br /> 4.2.2 Noise <br /> Summary of Potential Impacts <br /> An evaluation of the potential impacts resulting from potential noise-related impacts of the project by mobile <br /> and stationary sources during construction and operational is found in Section 4.4(Noise) of the Draft EIR. <br /> Noise would increase at the existing Union Pacific Intermodal Facility due to changes in operations associated <br /> with the project, primarily the increase in the number of lifts occurring per year. Operational noise changes <br /> can be subdivided into three main sub-categories: <br /> a. Yard operations such as cranes lifting containers,etc. <br /> b. Increases in the number of trucks entering and leaving the facility, which in turn would result in more <br /> trucks driving along the main access roads such as Roth Road to the west and Airport Way/French Camp <br /> Road to the east <br /> c. Increases in the in the number of trains,which could increase the number of horn and wheel/rail <br /> noise and vibration events at sensitive receivers adjacent to the tracks. <br /> Project-related noise exposure increases from yard operations would be expected to match or exceed the <br /> applicable+3 dB significance threshold and/or cause the 45 dBA Leqlhr nighttime significance criterion to be <br /> exceeded in all future conditions at Residential Receptor DWI, southeast of the facility, and at Residential <br /> Receptor R-3,southwest of the facility as more fully discussed in the Draft FIR. <br /> Findings <br /> The County finds that, pursuant to Section 15091(a)(3) of the CEQA Guidelines, specific economic, legal, <br /> social, technological, or other considerations make infeasible the mitigation measures identified in the Final <br /> EIR. <br /> Facts in Support of Findings <br /> Mitigation Measure NOISE-1a will reduce truck rebound impact noise by removing speed bumps and by <br /> posting large, clearly visible signs requiring drivers to observe maximum allowable speeds. In addition, the <br /> application will be required to install radar-operated or induction-loop operated large electronic speed <br /> indicator signs with rapidly flashing alerts in case of speed violations to clearly signal drivers their a, ent <br /> speed. In addition,the applicant will be required to maintain project site roads so as to reduce truck vibration <br /> due to surface roughness, expansion joint gaps, cracks and holes that would otherwise generate impact noise. <br /> Mitigation Measure NOISE-Ib will reduce container landing impact noise by requiring crane operators to <br /> tightly control descent speeds in the last few seconds before impact, including through software controls. <br /> Mitigation Measure NOISE-lc will require the applicant to test the feasibility of utilizing electric hybrid cranes <br /> as an alternative to diesel powered gantry cranes and to incorporate such hybrid cranes into the project's <br /> operations if the applicant determines they are operationally and economically feasible. Mitigation Measure <br /> Nkw NOISE-1 d will require that the applicant replace the current single-tone backup alarms used in gantry cranes <br /> Findings of Fact/ 28 November 2012 <br /> Statement of Overriding Considerations <br />
