o Promote Intera=gy Coordination. Public Participation and Citizen Involvement: Expansion will develop the County's transportation cluster thereby improving engagement throughout a cross-section of society o Improve Quaky of Life:The project will reduce transportation costs and create opportunities to improve supply chain management, which can lower consumer costs and increase productivity o Improve Goods Movement. The terminal modernization and expansion will improve goods movement by developing the county's intermodal system and attracting addition distribution centers o Improve Mobility and Accessibility:Modernization and expansion will double capacity thereby enhancing ability to move goods to market quickly and at higher-value o Enhance the Environment: The project will reduce air emissions by increasing the use of lower emission rail transportation and by decreasing highway congestion as it lowers long-haul truck miles o Maximizing Cost Effectiveness: Modernization and expansion will enhance and preserve existing transportation options for users of the County's transportation infrastructure • The Union Pacific Modernization and Expansion Project, when compared to the other alternatives analyzed in the Final FIR (including the No Project Alternative), provides that best available balance between maximizir+g the attainment of the Project Objectives while minimi ing significant environmental impacts. Considering all factors, the County finds that each of the above-referenced overriding considerations constitutes a separate and independent ground for finding that the project benefits outweigh its significant adverse environmental impacts and, alone, is an adequate overriding consideration associated with the project that outweigh the project's significant and unavoidable impacts and are, therefore, considered acceptable,warranting approval of the project.
