Since this mitigation measure was incorporated into the Final EIR for the project , reefer racks have not been successfully integrated into intermodal facilities and are not required by the California Air Resources Control Board . UP therefore wishes to remove this mitigation measure from the project and has retained Trinity Consultants to prepare the appropriate document under the California Environmental Quality Act ( " CEQA" ) documenting and supporting its removal pursuant to the CEQA Guidelines . Revised phasing for project parking for employee/visitor parking - Parking for employees and visitors is proposed to be rephased per County requirements as set forth in the Revised Phasing Plan with further explanation in an email from Barry J . Shotts , outside real estate counsel to UP , to Stephanie Stowers with County CDD . Remove Condition 1 . c .
