They have directed staff to respond to the referral with <br /> a request that the application either be denied or modified. <br /> As my telephone conversation with you on October 27th indicated, there are some <br /> irregularities with this property and its use. There are a lot of trucks on site (what <br /> appears to be a trucking business) which has no use permit from the County. In <br /> addition, the development of the property was supposed to include the construction <br /> of a permanent wall between the industrial use and the residential use. This has not <br /> yet been done. Until the property is in compliance with the existing regulations, the <br /> City of Lathrop would not like to see any further permits issued. At a minimum the <br /> required wail should be built prior to any further permits beir. granied. V V e. ate also <br /> concerned about the traffic on Roth Road. Any further approvals that will expand the <br /> traffic along this street (which is totally within the City of Lathrop) should be <br /> required to mitigate the impacts by paying our Capital Facility Fee for traffic. If a <br /> use is going to use a City street, it should be paying for that use. <br /> If the County decides that it cannot hold up approval of this permit, Lathrop would <br /> like to once again see the wall required for this use and we would like to see that <br /> such a wall must be in place within a very short period of time or the permit would <br /> not be valid. In addition, we would recommend that the use be moved to the south, <br /> away from the residential area so that the noise impacts from the pallet business will <br /> be lessened. <br />
