Wylla Satterness <br /> San Joaquin County <br /> Planning Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Dear Ms. Satterness: <br /> The California Department of Fish and Game (DFG) has reviewed <br /> Bruce Cox' s appeal of the requirement of an Environmental Impact <br /> Report for the proposed Use Permit (UP-89-30 ) to construct an <br /> 18-hole golf course on lands owned by the Army Corps of Engineers . <br /> The project is located directly across the Stanislaus River from <br /> the City of Riverbank within the flood plain of the Stanislaus <br /> River. While the City of Riverbank is located in Stanislaus <br /> County, the project itself is located in San Joaquin County. <br /> We feel that this project has the potential to significantly <br /> impact the fish and wildlife habitat values within the project <br /> site. Therefore, we concur with San Joaquin County Planning <br /> Division' s finding for an Environmental Impact Report. We would <br /> like to reiterate our earlier comments in response to the Use <br /> Permit: <br /> 1 . Statewide riparian wetlands are a highly <br /> significant and greatly diminished habitat type. <br /> Current estimates indicate that less than five <br /> percent of the state' s original riparian habitat <br /> remains . Golf course construction would provide <br /> neither water or riparian habitat and we feel the <br /> destruction of remnant riparian habitat in order <br /> to construct a golf course on the proposed <br /> project site is an inappropriate land use. <br /> 2 . The proposed project site is an Army Corps of <br /> Engineers riparian mitigation area for New <br /> Melones Dam. Construction of this project <br /> violates the intent of that mitigation. <br /> 3 . The site may provide habitat for the Federally <br /> threatened valley elderberry longhorn beetle <br /> (Desmocerus californicus dimoor hus) as well as <br /> of e-sensitive species such as : Swainson' s hawk <br /> (Buten swainsoni ) and Delta coyote thistle <br /> (Eryngium racemosum) . <br />
