CONDITIONS OF APPROVAL <br /> QX-99-3 <br /> Reed Leasing Group <br /> Quarry Excavation Application No. QX-99-3 was approved by the San Joaquin County Planning <br /> Commission on April 6, 2000. The effective date of approval is April 16, 2000. This approval will <br /> expire on October 16, 2001, which is 18 months from the effective date of approval, unless (1) all <br /> Conditions of Approval have been complied with, (2) all necessary building permits have been <br /> secured and remain in force, and (3) all necessary permits from other agencies have been secured <br /> and remain in force. <br /> Unless otherwise specified,all Conditions of Approval and Ordinance requirements shall be fulfilled <br /> prior to the establishment of the use and the issuance of any building permits. Those Conditions <br /> followed by a Section Number have been identified as Ordinance requirements pertinent to this <br /> application. Ordinance requirements cannot be modified, and other Ordinance requirements may <br /> apply. <br /> 1. COMMUNITY DEVELOPMENT DEPARTMENT (StaffContact: KaiLuoma,468-9567) <br /> a. APPROVAL: This approval is for a Quarry Excavation to remove one million cubic yards of <br /> aggregate from approximately 78 acres of an 81.5-acre parcel in two phases over ten years, with <br /> two additional years to complete reclamation as shown on the Plan, file dated February 2, 2000. <br /> b. PRIVATE ROADS: All private roads involved in an excavation shall be maintained so as to control <br /> the creation of dust. The first one hundred (100) feet of any private road on the property that <br /> intersects with a publicly maintained road shall be surfaced in a manner approved by the Director. <br /> Traffic control and warning signs shall be installed, if required, at such intersections. The Director of <br /> Public Works shall approve the placement and size of these signs. (Development Title Section 9- <br /> 1415.3[c]) <br /> c. EROSION CONTROL: Protective vegetative planting, silt screen dams, or other approved methods <br /> shall be required where necessary for the control of erosion. An erosion and sediment control plan <br /> approved by Development Services Division shall be part of the reclamation plan. (Development <br /> Title Section 9-1415.3(d]) <br /> d. PERFORMANCE STANDARDS: Standards contained in Chapter 9-1025 shall be met unless <br /> otherwise modified by conditions of the Quarry Excavation Permit. (Development Title Section 9- <br /> 1415.3[e]) <br /> e. HOURS OF OPERATION: Plant operations shall normally be carried on during the hours from 5:00 <br /> a.m. to 9:00 p.m. (Development Title Section 9-1415.3[f]) <br /> f. REPLACEMENT OF TOPSOIL: The topsoil shall be set aside, and upon completion of an <br /> excavation, the topsoil shall be replaced and the site leveled in conformance with the excavation <br /> permit. (Development Title Section 9-1415.3[g]) <br /> g. STOCKPILING: No stockpiled soil or material shall be placed closer than twenty-five (25) feet to a <br /> property boundary. (Development Title Section 9-1415.3[b]) <br /> h. WEED CONTROL: If noxious weeds are on the site, operations shall be in accordance with <br /> instructions from the Agricultural Commissioner of San Joaquin County.
