QX-99-3 OF AGGREGATES, INC. <br /> -------------------------------------------------- <br /> The project is a Quarry Excavation to remove 1 million cubic yards of aggregate in two phases <br /> over ten years, with two additional years to complete reclamation. The final use will be <br /> orchards. Excavated material will be extracted using scrapers, bulldozers, graders, and <br /> loaders. Material is to be transported by haul trucks to an existing aggregate processing plant <br /> located approximately 3 miles west. <br /> The excavation will disturb approximately 78 acres of an 81.5-acre parcel. Approximately 40 <br /> acres of the site is currently an orchard. The other 40 acres is vacant. Reclamation of the site <br /> will occur simultaneously with excavation. Topsoil and overburden will be removed from an <br /> area and set aside. Once mining has been completed in that particular area, the topsoil and any <br /> overburden will be replaced and mining will begin in another area. <br /> The Community Development Department has reviewed the application and responses from <br /> other agencies and offers the following comments: <br /> • The Initial Study prepared for this project identified a potentially significant impact to <br /> archeological or historical resources. A qualified archeologist shall perform an <br /> archeological/historical survey of the entire site. Should the survey determine that no <br /> significant archeological/historical resources are present, a report documenting the <br /> methodology and findings of the survey shall be submitted to the Community Development <br /> Department and no further mitigation required. If the survey determines that a significant <br /> impact to cultural resources exists, mitigation measures rendering impacts to less- <br /> than-significant levels must be identified. If such impacts exist and no feasible <br /> mitigation measures are identified, an Environmental Impact Report will be required. <br /> • Heritage oak trees are known to exist in the vicinity. A site plan identifying the location and <br /> type of oak trees in the project area shall be required. Ten oak trees shall be planted for <br /> each heritage oak tree to be removed. <br /> • In the letter dated January 24, 2000, the Department of Conservation suggested several <br /> revisions to the reclamation plan. These revisions include a clarification of the end use; <br /> specification of the type of erosion control seeding, i.e. species and seeding rates; <br /> specification on erosion control of stockpiles; identification of soil type and how the <br />
