Analysis <br /> Background <br /> On August 20, 1998, the Planning Commission approved Use Permit No. UP-98-11for the expansion of a <br /> dog kennel facility (Use Type: Animal Specialty Services — Kennels). The applicant proposed to <br /> construct three kennel buildings totaling 10,704 square feet to accommodate an additional 74 dogs. <br /> The kennels were to be constructed in three phases. Phase 1 building permits were to be secured within <br /> 18 months of the effective date of approval, and Phase 2 and 3 building permits were to be secured within <br /> five years of the effective date of approval. Building permits for Phase 1 (2,704 square foot kennel <br /> building) were secured on September 10, 1998, and building permits for Phase 2 (3,600 square foot dog <br /> training building) were secured on September 21, 2000. <br /> On August 28, 2003, the applicant submitted a Revisions of Approved Actions application for UP-98-11 to <br /> revise Condition 1.b. and add three years to the completion date for Phase 3 of the project (for a total of <br /> eight years from the original approval date ), as follows: <br /> 1.b. APPROVED USE: This approval is for an expansion of an existing dog kennel to include 74 <br /> additional dogs, as shown on the Plan submitted June 26, 1998. Phase 1 building permits shall <br /> be secured within 18 months of the effective date of approval. Phase 2 afld 2 building permits <br /> shall be secured within five years of the effective date of approval. Phase 3 building permits shall <br /> be secured within eight years of the effective date of approval. <br /> Revision of Approved Actions Request <br /> The applicant is requesting the Revisions of Approved Actions because there has been a general slowdown <br /> in travel since the September 11, 2000, terrorist attacks. This has resulted in a decreased demand for <br /> boarding dogs.
