Analysis Background On August 20, 1998, the Planning Commission approved Use Permit No. UP-98-11for the expansion of a dog kennel facility (Use Type: Animal Specialty Services — Kennels). The applicant proposed to construct three kennel buildings totaling 10,704 square feet to accommodate an additional 74 dogs. The kennels were to be constructed in three phases. Phase 1 building permits were to be secured within 18 months of the effective date of approval, and Phase 2 and 3 building permits were to be secured within five years of the effective date of approval. Building permits for Phase 1 (2,704 square foot kennel building) were secured on September 10, 1998, and building permits for Phase 2 (3,600 square foot dog training building) were secured on September 21, 2000. On August 28, 2003, the applicant submitted a Revisions of Approved Actions application for UP-98-11 to revise Condition 1.b. and add three years to the completion date for Phase 3 of the project (for a total of eight years from the original approval date ), as follows: 1.b. APPROVED USE: This approval is for an expansion of an existing dog kennel to include 74 additional dogs, as shown on the Plan submitted June 26, 1998. Phase 1 building permits shall be secured within 18 months of the effective date of approval. Phase 2 afld 2 building permits shall be secured within five years of the effective date of approval. Phase 3 building permits shall be secured within eight years of the effective date of approval. Revision of Approved Actions Request The applicant is requesting the Revisions of Approved Actions because there has been a general slowdown in travel since the September 11, 2000, terrorist attacks. This has resulted in a decreased demand for boarding dogs. As a result, the applicant would like to request an additional three years to complete Phase 3 of the project.
