(2) Except for movement on and off the property, animals shall not be kept or <br /> maintained in coops, pens, corrals, or within bams or similar structures, closer <br /> than 40 feet from any rear or side property line. The area of grouped buildings shall not exceed 12,000 square feet unless they are <br /> surrounded by 60-foot yards. Area separation walls may be used to limit total grouped <br /> areas. <br /> f. Written notice shall be sent to surrounding property owners at the start of each succeeding <br /> phase of operation of this project. Property owners will be provided 10 business days to <br /> respond with any concerns they may have regarding the operation of the project_ Adverse <br /> comments received will be reported to the Planning Commission, who will then decide on a <br /> course of action. <br /> 2. DEPARTMENT OF PUBLIC WORKS: (Staff Contact: Gabe Karam, 468-3000) <br /> a. An encroachment permit shall be required for work within the road right-of-way. <br /> b. The driveway approach shall be improved in accordance with the requirements of San <br /> Joaquin County Standard R-17 prior to issuance of the occupancy permit- (Development <br /> Title Section 9-1145.5) <br /> C. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is $148.90 per <br /> additional daily trip-end generated in the Lodi area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published by <br /> the Engineering News Record. (Resolution R-96-592) <br /> d. A copy of the Improvement Plan shall be submitted prior to the release of building <br /> permits. <br /> 3. PUBLIC HEALTH SERVICES: (Staff Contact: Steve Mindt, 468-0343) <br /> a. Submit an improvement plan to the San Joaquin County Community Development <br /> Department, for approval by the Environmental Health Division, showing sewage and <br /> well information as required by the improvement plan (including a 100 percent expansion <br /> area). <br /> b. State on revised plans or improvement plans the maximum number of employees the <br /> sewage disposal system is being designed for and that the leach field area will be <br /> barricaded so it cannot be driven over, parked on, or used as a storage area. This leach <br /> field area must be used for that specific purpose only and cannot contain any <br /> underground utility lines. (Development Title Section 9-1110.4(c)(5)) <br /> C. Construction of an individual sewage disposal system under permit and inspection by the <br /> Environmental Health Division is required at the time of development. (Development <br /> Title Sections 9-1110.3 and 9-1110.4) <br /> d. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and <br /> inspection by the Environmental Health Division. (Development Title Sections 9-1110.3 <br /> and 9-1110.4) <br /> e. Submit three sets of detailed kennel construction plans to the Environmental Health <br /> Division for review prior to construction. The Environmental Health Division has specific <br /> requirements for kennel construction.
