Analysis <br /> In 1985, the Planning Commission approved Use Permit Application No. U-85-18 for the existing kennel <br /> facility. The existing facility includes 46 indoor kennels with outdoor runs. All dogs are confined within <br /> the indoor kennels at night. During the public hearing held for the existing permit, the Planning <br /> Commission added Condition of Approval No. 3, which restricted dogs to be indoors only from 10:00 <br /> p.m. to 6:00 a.m. A copy of the minutes from this earlier application is included in the staff reportas <br /> Attachment A. Four people spoke in opposition. <br /> The proposed new kennel buildings will have all indoor facilities, including dog runs.
