San Joaquin Valley
Unified Air Pollution Control District
July 14, 1998
Kerry Sullivan JUL 1 6 1998
San Joaquin County
Community Development Department Community Development Dept,
Development Services Division
1810 East Hazelton Avenue
Stockton, CA 95205
SUBJECT: USE PERMIT FOR AN EXPANSION OF AN EXISTING DOG KENNEL
(UP-98-11)
Dear Ms. Sullivan:
The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the
proposed project. Based on the information provided, it appears that the proposed
project will have a less-than-significant impact on the ambient air quality. Therefore, a
negative declaration is appropriate from an air quality perspective. However, the District
is concerned with the potential for this project to produce objectionable odors. Animal
waste materials should be properly disposed of in a timely fashion to eliminate this
potential.
In addition, the construction phase of this project can generate emission from the
movement of soil, use of heavy equipment, bulk materials handling, asphalt paving and
other related activities. As a result, this project is subject to District Regulation VIII
(Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of
fine particulate matter (PM-10) entrained into the ambient air from man-made sources.
The attached Synopsis highlights many of the requirements contained within Regulation
VIII. The Synopsis is not meant to be all-inclusive, but it can be a useful compliance aid
in the field and office alike.
Thank you for the opportunity to comment.
