Analysis <br /> Commercial dog kennels are permitted in the AG zones subject to the approval of a Use Permit. There <br /> are no nearby residences, and the only non-agricultural use within one-half mile is the Sycamore Lane <br /> kennels located adjacent to this site on the east. <br /> Access <br /> Access to this site is provided by Thornton Road via a 25-foot-wide private easement. The easement <br /> begins at the southeast corner of this site and runs 2,681 feet southwesterly along the southern property <br /> lines of this site and the adjacent site to the west. Because the applicant expects only 30 customers a <br /> month_ surfacing of the road will be the minimum required to meet the fire code. <br /> Office <br /> The applicant has expressed interest in operating this business without an on-site office to avoid some <br /> of the Building Code and Health requirements regarding handicapped access and restrooms. County <br /> policy requires an office whenever customers are expected to visit the site.
