PA-0400338 OF <br /> SALVADOR GOMEZ (C/O MONTE SEIBEL) (APN: 049-120-54; 6799 E. <br /> SARGENT ROAD, LODI) <br /> The applicant has submitted the above referenced General Plan Amendment pre-application to <br /> change the General Plan designation of approximately ten (10) acres of a forty (40)-acre parcel <br /> from A/G (General Agriculture) to A/L (Limited Agriculture). The proposed project area of the <br /> parcel is currently vacant. The parcels to the east of the project area are two (2)-acre parcels <br /> with single family residences. The parcels to the north, west, and south are agricultural with <br /> scattered residences. All of the parcels surrounding the project area have a General Plan <br /> designation of A/G (General Agriculture) with a Zone classification of AG-40 (General Agriculture, <br /> 40 acre minimum) <br /> The project site is located on the north side of E. Sargent Road, 2400 feet east of Curry Avenue, <br /> east of Lodi. <br /> The Community Development Department has reviewed the proposed General Plan Amendment <br /> and offers the following comments: <br /> Background <br /> The applicant is proposing to ultimately have this ten (10) acre project site rezoned to AL-5 <br /> (Limited Agriculture, 5 acre minimum) to be able to build residences on the new lots. The <br /> applicant would like to convert the current agricultural use to more of a residential use because <br /> the residential neighbors to the east are complaining about disruptions from the current farming <br /> practices. <br /> In 1997, a Lot Line Adjustment (LA-97-65) was applied for and approved. This application <br /> resulted in four of the two (2)-acre parcels that are to the east of the proposed project site. <br /> Another Lot Line Adjustment (LA-01-83) was applied for and approved in 2001. This resulted in <br /> the fifth two (2)-acre parcel to the east of the proposed project site and the current forty (40) acre <br /> parcel. <br /> General Plan Policies <br /> In order to approve the General Plan Amendment, the Planning Commission and Board of <br /> Supervisors will have to determine that the internal consistency of the General Plan is maintained <br /> in adoption of the proposed General Plan Amendment. The proposed change must be consistent <br /> with all of the various General Plan goals, policies, objectives, and implementation measures. <br /> I <br />
