Chesley Dear Stephanie Stowers, <br /> EXECUTIVE DIRECTOR <br /> Member Agencies The San Joaquin Council of Governments (SJCOG), acting as the Airport Land Use Commission <br /> CITIES OF <br /> ESCALON, (ALUC) and Congestion Management Agency(CMA),has reviewed a site approval application for <br /> LATHROP, a wholesale lumber yard that includes the construction of a rail spur and four buildings totaling <br /> LODI, 55,000 sq.ft. at 1648 North Shaw Road,Stockton (APN:143-260-15)). <br /> MANTECA. <br /> STOCK ON, CONGESTION MANAGEMENT AGENCY'S REVIEW <br /> TRACY, <br /> AND SJCOG adopted the 2016 Update to the Regional Congestion Management Program (RCMP) <br /> THE COUNTY OF (http://www.siccg-rcmp.org/ literature 231152/2016 RCMP Update Adopted Report) on <br /> SAN JOAQUIN March 24, 2016). Chapter 6 of the RCMP describes the updated Land Use Analysis Program, <br /> including Tier 1 and Tier 2 review/analysis requirements, analysis methods, impact significance <br /> criteria,and mitigation. <br /> SJCOG determined this project may fall under Tier 2 Review based on estimated trip generation <br /> greater than 500 total daily trips during an average weekday/Saturday and greater than 125 trips <br /> during an AM/PM commute period. A negative declaration (ND) was proposed per this project <br /> application.On 5/2/17,SJCOG emailed San Joaquin County to request for this ND.To date,SJCOG <br /> has not received this ND.SJCOG requests this document to ensure all future traffic impacts have <br /> been addressed. <br /> AIRPORT LAND USE COMMISION'S REVIEW <br /> This project is not located within any airport influence area;thus, no further action is required. <br /> SJCOG would liketo provide standards and project design conditions that comply with the Airport <br /> Land Use Compatibility Plan as a reference guide. <br /> 1. New land uses that may cause visual, electronic, or increased bird strike hazards to <br /> aircraft in flight shall not be permitted within any airport's influence area. Specific <br /> characteristics to be avoided include: <br /> a. Glare or distracting lights which could be mistaken for airport lights. Reflective <br /> materials are not permitted to be used in structures or signs (excluding traffic <br /> directing signs). <br /> b. Sources of dust, steam,or smoke which may impair pilot visibility. <br /> 1Page <br />
