�. Item No. 2 <br /> PC: 11-4-93 <br /> UP-93-13 <br /> Page 1 <br /> RECOMMENDATION <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Negative Declaration; and <br /> 2. Approve Use Permit No. UP-93-13 with the Findings and Conditions of Approval given in the <br /> staff report. <br /> FINDINGS <br /> 1. The proposed use is consistent with the goals, policies, standards, and maps of the General Plan <br /> and any applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the proposed care facility is a conditionally <br /> permitted use In the R-L,zone which is an implementing zone of the R/L General Plan <br /> designation. No Specific Plans or Special Purpose Plans apply. <br /> 2. Adequate utilities,roadway improvements,sanitation,water supply,drainage,and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the site has frontage on Sixth Street and Fifth <br /> Street. The 10 parking stalls off of Fifth Street meet the parking requirements of the <br /> Development Title. Public sewage disposal, public water, and on-site drainage are <br /> provided. <br /> 3. The site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the site plan, along with the recommended <br /> conditions of approval,will ensure that all code requirements and other standards will <br /> be met. <br /> 4. Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare <br /> or be injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for this item found no <br /> potentially significant environmental impacts. <br /> 5. The use is compatible with adjoining land uses. <br /> • This finding can be made because the proposed use and the surrounding uses are <br /> all residential. <br />
