May 4,2004
—` NOA ENVIRONMENTAL PROJECT NUMBER E04029A
3.1.9 Pacific Gas and Electric
A representative (name and title withheld) of the PG&E Manteca office was contacted by
telephone on May 3, 2004. He was able to locate records for several pole-mounted transformers
on Sola Road:
• Three pole-mounted transformers installed in 1960, powering an agricultural pump
• One pole-mounted transformer manufactured in 1973, installed in 1984, powering a
residence
• Three pole-mounted transformers manufactured in 1972, installed in 1983, powering a
residence and an agricultural pump
• Three pole-mounted transformers manufactured in 1976,powering an agricultural pump
The PG&E representative believed that, of those listed, the three transformers installed in 1960
.. were the only ones which may present an environmental hazard to the site from PCB-laden
mineral oil. The location of these transformers was described in the PG&E records as one-tenth
of a mile from Sola Road and seven-tenths of a mile east of Mariposa Road.
3.1.10 Site Reconnaissance
A visual reconnaissance of the subject property was conducted prior to the compilation of this
report. Photographs of the subject property are attached to this report as Appendix B. A site
visit/assessment checklist is attached to this report as Appendix D.
The subject property consists of approximately 371 acres of open land covered almost entirely by
oats growing four to five feet tall. The southeastern portion of the property is open land from
which a vineyard has been recently removed; metal stakes and wires are piled throughout the
area. Little John's Creek defines the southwestern boundary of the site.
A dirt road runs lengthwise down the center of the property. Two raised agricultural ponds are
located along the central dirt road. Four wells are located on the subject property. One of these,
near the eastern boundary of the site, is powered by an approximately 1,000-gallon diesel tank.
A smell of diesel was observed near this tank, and minor oil stains were observed around the well
head. A second tank of approximately 1,000-gallon capacity is located on the berm of the
easternmost pond. Chemical weed kill was observed along the edges of all roads on the subject
property.
10
