Other requirements may also apply. These requirements cannot be modified. A. The provisions for composting toilets shall require the applicant to provide written proof that a designated facility that is permitted to take the additional human waste be identified and contracted to accept the waste. In addition,the applicant shall identify a permitted hauler that will transport the waste under permit with the State of California or a County Health Department to transport human waste in accordance with the California Health and Safety Code. B. The Environmental Health Department requires a soil suitability/nitrate loading study incorporating proposed staff and customer use, indicating that the area is suitable for septic tank usage. This must be performed prior to issuance of building permits(San Joaquin County Development Title, Section 9-1105.2(d)). A nitrate loading study is required, and a review fee of$475.00 must be paid at time of submittal to the Environmental Health Department. The sewage disposal system shall comply with the on site sewage standards of San Joaquin County prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice or E.P.A. Design Manual for onsite wastewater treatment and disposal system is required for each parcel. A permit fee of$95.00 per percolation hole is required. C. The design and approval of the sewage disposal system shall incorporate receiving gray water from hand washing activities. This shall be completed under a consultation permit with the Environmental Health Department for the review of the proposed design. The fee for the consultation permit is currently $475.00. D. The proposal for the marina will require a Registered Civil Engineer to design an engineered sewage disposal system in conjunction with a pump-out facility. This shall be completed under a consultation permit with the Environmental Health Department for the review of the proposed design. The fee for the consultation permit is currently $475.00. E. Submit plans for a sewage treatment plant(for the entire development)to the Environmental Health Department for approval. A Registered Engineer must design and sign the plans(San Joaquin Countv Development Title, Section 9-1105.2).
