Phase 1: to construct one 400 foot dock and one 80- foot dock, two 10-site camping areas with restrooms, and nature trails. Phase 2: to construct a 3,000 square foot conference room, 5,000 square foot native american village, 8-site camping area and 4-site camping area, 2,000 square foot caretaker quarter and shop, 4,000 square foot maintenince yard, and boardwalks. Phase 3: to construct an interpretive overlook, 100- person amphitheater, and 8,000 square foot education conference center. The Property is zoned AG-80 (General Agriculture, 80 acre minimum)and the General Plan designation is A/G (General Agriculture). PROJECT LOCATION: The project site is located at the terminous point of San Joaquin River and Turner Cut, Stockton Deep Water Channel-Spud Island/Hog Island (APN/Address: 129-290-01 and 129-020-01, 11330 W. Spud Island, Stockton) (Supervisorial District 3) ENVIRONMENTAL DETERMINATION: A Negative Declaration is being proposed for adoption. Copies of the Initial Study and proposed Negative Declaration are available at the Community Development Department. APPLICATION REVIEW: If you have any recommendations or comments on this project, please submit them to the Community Development Department no later than November 25, 2008. Comments or recommendations received after that date will not be used in staffs analysis and recommendation for this application. NOTE TO SURROUNDING PROPERTY OWNERS: The Planning Commission will hold a public hearing on this project. You will receive notice of the date, time, and place of the public hearing at a later date.
