�../ <br /> F4INTRODUCTION <br /> Mr. Bronson Van Wyck is proposing to create two parcels from a 21-acre parcel of land7the <br /> northeast portion of San Joaquin County. Proposed Parcel 1 is to be 10.0 acres and proposed <br /> Parcel 2 is to be 11.0 acres. Mr. Tom Gassner of Mepco is purchasing the property from Mr. <br /> Van Wyck. It is our understanding that Mr. Gassner is proposing to build a single family <br /> residence on the site, with sufficient land area for a second unit dwelling, if so desired. <br /> -a <br /> The subject property is located near the southwest corner of Stampede Road and Clements Road, <br /> 1.25 miles south of State Route 88. The engineering firm of Dillon &Murphy has created the <br /> Tentative Map for this project, which is found in Appendix A. According to the San Joaquin <br /> County Development Title, a Surface and Subsurface Contamination Report (SSCR) must be <br /> conducted prior to the time of Tentative Map submittal. The purpose of this report was to <br /> investigate the property for real or potential environmental contamination and report the findings <br /> to the Client and the San Joaquin County Environmental Health Department. This report <br /> complies with the San Joaquin.County Ordinance, specifically 9-905.12(a) for a Surface and <br /> Subsurface Contamination Report. <br /> Our report addresses and evaluates non-point sources of hazardous materials, as well as potential <br /> point sources. Non-point sources of hazardous materials include agricultural chemical residues and <br /> high nitrate concentrations in the underlying groundwater. Point sources investigated, but were <br /> found to be non-existent on the subject property include: industrial sites and production facilities on <br /> or near the property, fuel storage tanks, agrichemical storage/mixing areas and septic systems. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of any <br /> surrounding buildings (since there are no on-site buildings) for asbestos containing materials <br /> (ACMs). Because there are no municipal water and sewer utility hookups available, any <br /> subsequent development of the property must have domestic wells and on-site septic systems. <br /> SITE AND SURROUNDING PROPERTY DESCRIPTION <br /> /0 The property currently contains Merlot varietal wine grapes that compose the entire acreage. It is <br /> my understanding the current zoning is AL-10 and there is no proposal to change the zoning. <br /> There are no structures, such as buildings, wells, septic systems, etc. on the property and <br /> apparently never have been. <br /> The site is surrounded by parcels that have been farmed for many years, in vineyard,pasture and <br /> nursery crops. Stampede Road connects Clements Road with Atkins Road with several single <br /> family residential ranchettes on Stampede Road. <br /> The site is bordered to the north, south, east and west by agricultural production land. The <br /> property incorporates a portion of a 50-foot equestrian trail easement. As noted on the San <br /> Joaquin County Parcel Viewer Map, there are natural drainage courses through the property. Near <br /> the northwest corner, there is a raptor box, with a catch basin below this box.
