§ 5.0 CONCLUSIONS AND RECOMMENDATIONS <br /> § 5.1 Evaluation of each point source potential contamination described(future septic systems, <br /> the nearest leaking underground storage tank, nearby electrical transformers and de <br /> minimus items such as fuel cans on Parcel 2) and non-point sources (i.e., surrounding <br /> agrichemical application and non-target drift, nitrate and possibly DBCP groundwater <br /> contamination, and possible DDT soil concentrations)pose a low-to-insignificant risk to <br /> the environment and to human health. <br /> The ASTM E-1527-00 Document referenced on Page 2 refers to de minimus environmental <br /> conditions. De minimus conditions generally do not present a material risk to public health <br /> or to the environment and generally would not include an enforcement action if observed by <br /> the appropriate governmental agencies. Household hazardous materials may be considered <br /> de minimus concerns if there has been no spillage or dumping. Typical household <br /> "hazardous materials" include gasoline,paint thinners, new and used motor oil, antifreeze, <br /> etc. Spillage and dumping of a hazardous substance was not observed on, or adjacent to the <br /> subject property. <br /> Domestic wells to be installed on the subject Parcels should be tested for DBCP before they <br /> are completed. It may be possible to test the well on"Parcel 2,"however, this Parcel is not <br /> part of the project and EHD regulations normally prohibit sampling and testing of wells not <br /> associated with a particular project. <br /> Section 9-905.12 of San Joaquin County Development Title states "Corrective Action: If <br /> the report indicates there are surface and subsurface contamination, corrective action shall <br /> be recommended in the report and concurred with by Environmental Health prior to the <br /> issuance of the building permit." Therefore, it is my professional opinion that no corrective <br /> action is required on the five Parcels that compose the subject property. <br /> The septic system density is extremely low in the surrounding areas. Consequently, the <br /> degree of nitrate-nitrogen impact from this source can be considered inconsequential. <br /> Nitrate impact would be considerably greater from agricultural production land. <br /> As noted on the Lines of Equal Depth groundwater map, the static groundwater depth is <br /> approximately 75 feet. The lines of Equal Elevation map shows the groundwater <br /> directional flow to be in a northwesterly direction. This groundwater depth can be <br /> considered relatively deep and not readily impacted from adverse environmental <br /> constituents. <br /> The subject site is surrounded by properties that engage in production agriculture. <br /> Consequences of this surrounding land use include: noise, dust, odors, insects, machinery, <br /> crop dusting aircraft, trucks, exhaust and other environmental effects that may be offensive <br /> to some people. <br /> Page-6- <br /> Chesney Consulting <br />
