[1] INTRODUCTION
This Soil Suitability Study presents the results of our investigation concerning the soil strata under
the subject property. This study was done to determine if the septic system which will serve a new
milking parlor at the subject dairy, will function properly and pose no adverse environmental impact
_ to surface waters or to the underlying groundwater. Our report is in compliance with the
requirements of San Joaquin County Development Title Section 9-1105.2(d). Correspondence from
Public Health Services to the San Joaquin County Community Development Department, dated
September 15, 1998 stipulated this Study be performed. This report does not quantify nor project
nitrate loading from the subject facility.
_ The proposed on-site sewage disposal system as described herein complies with the Sewage
Standards of San Joaquin County. The system design capacity was determined from the E.P.A.
Design Manual for On-Site Wastewater Treatment and Disposal Systems and U.S. Department of
Health. Education and Welfare Manual of Septic Tank Practice.
[2] SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION
The subject property is located east of the City of Escalon in a predominately agricultural region.
The surrounding structures consist of very low density single family housing and related agricultural
buildings such as barns. There are dairies in the surrounding area, along with row, vine and tree
crops.
Rice, pasture and alfalfa are also grown in the surrounding study area. The topography of the site
is relatively flat. Therefore, the proposed septic system design would not have to be altered to
accommodate slopes. However, if significant changes in final grade (f3 ft) will occur between the
milking parlor and the leachfield/seepage pits, septic design considerations must be implemented.
The dairy facility presently contains a restroom facility in the milk parlor, four mobile homes and
one residential structure - all on septic systems. It can be assumed that City water and sewer will
not be brought out to the area for decades, if ever.
A review of Application Permits on file at the San Joaquin County Environmental Health
Department reveals there have been 14 Applications for Repairs/Additions in the one mile diameter
study area. Most of these applications for system modifications were for additional drainage to
existing systems, particularly as seepage pits or sumps. This number of Applications can be
considered high for the study area and indicate the soil is not conducive for shallow effluent
percolation.
[3] PROPOSED DEVELOPMENT OF THE SUBJECT SITE
The property is zoned AG-40 with the general plan designation as agriculture. As referenced above,
it is proposed to build a new milking parlor for the Da Silva Dairy. Consequently, this Study
determines the viability of the soil to accept the septic effluent and establishes design parameters.
1
Vaffey Ag_kasearch
