-3- <br /> 9-705.6M SPECIAL USE REGULATIONS IN THE P-F ZONE. <br /> In addition to the provisions specified in Section 9-705.6 of the Development <br /> Title, the following additional provisions shall be applicable: <br /> O Communications Services Type II may be permitted only on land <br /> owned by the Mountain House Community Services District. <br /> REASON FOR RECOMMENDATION: <br /> The Planning Commission heard this matter at its regular meeting on November 6, 2008. <br /> Mike McGrew, counsel for the MHCSD, spoke in favor of the Text Amendment and <br /> discussed the need for the Mountain House Community Service District to communicate <br /> with the Byron-Bethany Irrigation District. Staff explained the difference between a Site <br /> Approval and a Use Permit, stating that a Use Permit requires a public <br /> hearing and a Site Approval does not. However, a Site Approval does require notification <br /> to surrounding property owners, agency notification, and environmental review. A <br /> project would be scheduled for a Planning Commission hearing at the Director's <br /> discretion if there were any public concerns regarding approval or conditions.
