Nader Shareghi, P.E - 2 - 4 March 2009 <br /> As described above, the WTP does not discharge to unlined ponds or land application areas. <br /> Minor leakage from the concrete lined lagoons is the only discharge that should occur. <br /> Consistent with California Water Code Section 13260, staff has determined that the small <br /> amount of wastewater that may be discharged from the concrete lined lagoons to the <br /> environment is unlikely to affect the quality of the waters of the state; therefore, the <br /> Regional Water Board is not requiring WDRs or a waiver of WDRs for operation of the <br /> WTP as described above. <br /> However, maintenance of the concrete lined lagoons is important to minimize any discharge <br /> to groundwater. Staff's determination is contingent on Mountain House CSD maintaining the <br /> concrete lined lagoons to limit the discharge of wastewater to groundwater and to prevent <br /> adverse effects on groundwater. <br /> Staff is also examining the historic use of unlined ponds at the previous water treatment plant <br /> (which is at the same location as the new water treatment facility) and its impact to <br /> groundwater quality. The CSD has discontinued its use of unlined ponds.
