Approve the Negative Declaration; and <br /> 2. Approve Mountain House Development Title Text Amendment No. PA-0800227 <br /> based on the ability to make the required "Bases for Mountain House <br /> Development Title Text Amendment" (Attachment A). <br /> BACKGROUND: <br /> The project is a Mountain House Development Title Text Amendment application to <br /> amend Table 9-705.2M from not permitting the Communication Services-Type 11 Use <br /> Type (cell towers) in the community of Mountain House to conditionally permitting the <br /> Communication Services-Type II Use Type in the Public Facilities (P-F) zone of Mountain <br /> House on property owned by the Mountain House Community Services District (MHCSD) <br /> with an approved Site Approval application. <br /> The Communications Services Use Type refers to commercial establishments or facilities <br /> which primarily provide electronic communication of audio/visual information and/or <br /> entertainment via cable, microwave, or radio frequency transmission. Type II services <br /> require the construction of a new freestanding support structure for wireless <br /> telecommunication antennas and associated supporting equipment, more commonly known <br /> as cell towers. Currently, the Communications Services-Type II Use Type is not permitted <br /> in the P-F zone in the community of Mountain House. It may be conditionally permitted in <br /> the P-F zone in the remainder of the County with an approved Use Permit application. The <br />
